ACTION LIST 2010 CALIFORNIA TRAFFIC TICKET LEGISLATION AS OF DEC. 22, 2010 - INCLUDING LEGISLATION THAT IS EXPECTED BUT NOT YET INTRODUCED 1. Speed cameras. Speed cameras were part of Gov. Schwarzenegger's budget plan in 2010, but failed to pass. Speed camera proposals have been before the legislature in five of the last six sessions, and are likely to be on the menu again in 2011. STRONG OPPOSITION NEEDED 2. New surcharge on red light camera tickets. A $40 surcharge was part of Gov. Schwarzenegger's budget plan in 2010, but failed to pass. A surcharge is likely to be on the menu again in 2011. OPPOSE 3. Reduce the fine for rolling rights. AB 909 of 2010, which was vetoed by Gov. Schwarzenegger, would have reduced the fine for rolling rights to about $400, inclusive of the cost of traffic school. Not a big enough reduction. This issue is likely to be on the menu again in 2011. OPPOSE UNLESS THE REDUCTION IS SUBSTANIAL 4. Protected license plates. AB 3 of 2011 replaces AB 2097 of 2010, which would have improved the likelihood that holders of confidential license plates (bureaucrats, politicians, etc.) would receive their toll and red light camera tickets. AB 2097 was killed by the Senate Appropriations committee. If AB 3 does not make it (or gets watered-down), the bureaucrats will keep laughing at us as we pay our $500+ fines. SUPPORT, WITH REQUEST TO MOVE UP THE PRESENT 2013 EFFECTIVE DATE 5. Changes to CVC 21455.5 (the section which sets the rules for operating red light cameras). SB 29 of 2011 replaces SB 1362 of 2010, which would have added minor protections for motorists, but weakened other protections.
