Stockton, pop. 234,000,  is 50 miles east of San Francisco.

Figures in red type and not enclosed in parentheses (or, if you are looking at this table in black and white, the upper figure when there are two or more rows of figures in a cell) are what RedFlex calls Total Processed Incidents or Total Violations, and represent Total Detections (all incidents flashed by the camera) minus Nonprosecutable incidents.
Any figures in (red) type enclosed in parentheses are Total Detections. and come from the official report entitled RTS Management Report (example) which, beginning in 2013, highwayrobbery.net will be requesting from all cities. 
   The figures in black type are what the city calls Notices Printed, and represent the sum of genuine citations issued (those filed with the court) plus any Nominations mailed (not filed with the court, a.k.a. Snitch Tickets).
Due to time limitations, complete figures have been posted only for selected months or cameras.  If there is sufficient public interest, the remaining months or cameras will be posted.

Current Highlights

Due to increased ticketing in early 2014 and possibly in late 2013, by April 2014 payments to RedFlex increased by about 50%.  See Set # 3, below.

"Late Time" Graphs

The City provided bar graphs of Late Times, etcetera, for all of its cameras.
These graphs track violations recorded, not tickets issued.
Where there is a large number of long Late Time violations in a curb lane, it is believed to indicate heavy ticketing on right turns.
(The curb lane will be the lane with the highest lane number.)

The Contract, Cost Neutrality, Termination

2009 Contract

The 2009 contract includes a cost neutrality adjustment, so in those months when the City's fine revenue is low, it pays less rent to RedFlex.

Invoices and Spreadsheets received here in Feb. 2015 showed that for May 2014 the City received a quarter million Dollar red light camera fine payment from the court, more than four times the typical monthly revenue - but under contract terms had to give all but $10,000 of it to RedFlex.


2015:  Program Closed

On Jan. 26, 2015 the City notified RedFlex that it wished to terminate the program, immediately.  On Jan. 29 RedFlex wrote back, proposing a suspension of the program until Aug. 2015.  As of Feb. 23 the City had not agreed to RedFlex' proposal.

It doesn't seem likely anymore (see below), but if the City decides to re-start the camera program, it should first renegotiate the monthly rent.  From 2009 to 2014 the City was obligated to pay RedFlex up to $49,400 per month, equal to $3800 per camera.

An example of a much lower rent:  In March 2014 the nearby City of Elk Grove approved a new contract which specified the following rents for its five RedFlex cameras.

If Stockton were to agree to a two year extension of the program without negotiating the rent, it would pay 153% too much (compared to Elk Grove prices) over the two years of the extension, $717,600 extra.  To cover that extra rent, the City would need to issue an extra 7176 tickets (assuming that the City receives an average of $100 for each ticket issued).
