Public Records Request Reply of 10-31-02

The following 12 pages comprise the City's entire response to my California Public Records Act request for the materials listed in the two underlined paragraphs in page 1, below.

Assuming that the City made a thorough search of its records, these pages point to two defects in the City's camera system.

1. Pages 3 through 8 do not contain any mention of four of the City's cameras, including the highly productive ones at Washington / Beethoven, Sepulveda / Green Valley, and Sepulveda / Machado. Was there no consideration of accident rates, etc., before the cameras were installed at those intersections?

2. The absence of detailed revenue/citation figures on pages 9 through 12 - details that an operator of such a system would ordinarily have - is peculiar. The absence of those details from City records indicates that City personnel wishing to review details such as intersection-by-intersection revenue, would need to go to the private contractor's offices in order to do so. The City's failure to maintain the detailed operational records of the system - allowing the contractor to keep the books and the database - would seem to be one more indication that the City is not the operator of the system, as required by CVC 21455.5.
