Escondido, pop. 119,000, is 18 miles north of San Diego.

Some of Escondido's tickets can be ignored.  If your "ticket" does not have the Superior Court's name and
address on it, it is what I call a "Snitch Ticket."  For more details, see the Snitch Ticket section on the Your Ticket page.

Figures in red type and not enclosed in parentheses (or, if you are looking at this table in black and white, the upper figure when there are two or more rows of figures in a cell) are what RedFlex calls Total Processed Incidents or Total Violations, and represent Total Detections (all incidents flashed by the camera) minus Nonprosecutable incidents.
Any figures in (red) type enclosed in parentheses are Total Detections and come from the official report entitled RTS Management Report (example) which, beginning in 2013, highwayrobbery.net will be requesting from all cities. 
   The figures in black type are what the city calls Notices Printed, and represent the sum of genuine citations issued (those filed with the court) plus any Nominations mailed (not filed with the court, a.k.a. Snitch Tickets).
Due to time limitations, complete figures have been posted only for selected months or cameras.  If there is sufficient public interest, the remaining months or cameras will be posted.

Escondido Docs Set # 2
The Contracts
, and Decision to Terminate


If you have an Escondido ticket issued before 2009, don't pay it! Fight it. In the original contract the city signed Dec. 29, 2003, it agreed to pay RedFlex $89 per ticket.  Vehicle Code Sec. 21455.5(g) (as of 2013, Sec. 21455.5(h)), which became effective two days later, made such pay-per-ticket compensation schemes illegal but "grandfathered" any contract signed before 2004, so long as it was not amended after 1-1-04.
On July 13, 2005 the city amended the contract (City
Resolution # 2005-168).  I believe that the amendment ended the grandfather and made all tickets issued after that date invalid, as the City's continued to pay RedFlex on a per-ticket basis (see invoices).

article.)

On Dec. 17, 2008 the Escondido city council voted to sign a
new contract, effective Jan. 1, 2009, with a term of five years.  The new contract is "flat rate" - it does not include an illegal "cost neutrality" clause.

The new contract allows the City to cancel with fifteen days' notice.

The new contract gives RedFlex veto power over the selection of camera locations.  The contract's Exhibit A says:  "Identification of enforced intersection approaches will be based upon mutual agreement between RedFlex and the City as warranted by community safety and traffic needs."  (Emphasis added.)  See CVC 21455.5(c)(2)(A) and the expanded version of Defect # 9.

The new contract also says:  
Definitions.  "1.34 Warning Period" means a period of thirty (30) days after the Installation Date of the first intersection approach, wherein only warning notices shall be issued, commencing within 30 days after the system has been installed."  (Emphasis added.)  See Defect # 6.


Program Terminated

At its meeting of Aug. 21, 2013 the city council voted, 5 - 0, to terminate the program.  More information is
here.
On Sep. 3 the police department told highwayrobbery.net that the cameras were still taking pictures, but the pictures were not being processed into tickets.
Tickets issued prior to the council's decision to terminate will be prosecuted as usual.

"Late Time" Graphs

The City provided bar graphs of Late Times, etcetera.
These graphs track violations recorded, not tickets issued.
Where there is a large number of long Late Time violations in a curb lane, it is believed to indicate heavy ticketing on right turns.
(The curb lane will be the lane with the highest lane number.)
