The Davis cameras are operated by ATS, using
Nestor software.
[ ] indicates a footnote.
[1] Totals are as provided by the City.
[2] YTD = Year-to-date total.
[3] Un-used columns are to allow for later
expansion of City's system.
[4] Any figures in red type
(or, if you are looking at this table in black and
white, the upper figure when there are two or more
figures in a cell) are what Nestor calls Violations
Recorded, or all incidents recorded by the cameras, and
due to time limitations
may have been posted here only for selected months or
locations. If there is sufficient public interest,
the remaining months
will be posted. The figures in black type are what
Nestor calls Citations Issued, and may be the sum of
genuine
citations issued (those filed with the court) plus any
Nominations mailed (not
filed with the court, a.k.a. Snitch Tickets).
Any figures in blue type
(and in parentheses) are what Nestor calls Affidavits
Approved, which is believed to be
the number of real tickets and any Nominations
(Snitch Tickets) where the initial recipient provided
the identity of the driver.
[5] Intersection-by-intersection data for
these months has been received but has not yet been
posted to the table above, due to time
limitations. It is available at the links given
above.
[6] The info about the direction of
enforcement (north, south, east, west, and right
or left) was provided by the City.
[7] These
figures cover a partial year.
[8] The title bar has been repeated solely
for the convenience of the reader - there is no
difference between it and the one at the top of the
table.
[9] In the official reports (Nestor
spreadsheets) the monthly figures for Citations Issued
do not add up to the annual totals shown there (and
posted here, in the yellow bar). We inquired as to
why, but received a nonsense answer.
[10] Figures for this month were requested
on:
[11] In 2014 the City provided multi-month
reports covering four months and three months. The
location-by-location figures shown on the line for those
reports are the figures from those reports, divided by
the number of months covered by the report.

"Late
Time" Tables
The
City provided tables of Late
Times, etcetera, for all of its
cameras.
These
tables track violations recorded, and in
parentheses, tickets issued.
Where
there is a large number of long Late Time
violations, it is believed to indicate heavy
ticketing on right turns.
The
picture above is an example of a portion of
the table, from another city.

The
Contract, Etc. (Program Closed Late 2014)
2005
Contract
and 2009 Amendment
A July
2,
2012 Davis Enterprise article indicated that the
City had modified the program.
Invoices and
check copies received in 2013 showed that the
City was paying $2500 per month for each of the two
cameras.
2014: Termination
In Late 2014 ATS asked
the City to update its camera system and pay a higher
monthly rent, and the City replied that instead, it
wanted the system shut down and removed.
The City also stated that it would continue to
withhold payment from ATS, because of the Prevailing
Wage action (see Set # 7, below).

Are Late Times Secret?
Davis doesn't print the Late Time on their tickets,
even though their Nestor system clearly has the
capability to do so.
(From sample ticket at the end of a Nestor
brochure.)
If you phone the DPD to ask what your Late Time was,
they may insist that you come in to the police
station.
Nearly every other city that I know of prints the Late
Time somewhere on their tickets (even though it can be
hard to read at times - see the big How to Read Your
Late Time box in Defect # 7 on the Home page).
Davis' motive not to display it could be so that they
can cite for very short Late Times (like 0.1 second)
without a public uproar (including criticism
by judges) about "Mickey Mouse" tickets.
Another possible motive could be to grind you down,
make it harder for you to fight your ticket.
If you want to know what your late time is, I suggest
that you call any of the following at the City:
The Mayor
The Police Chief
The Police Department Non-Emergency Line
Alternately, you could submit a Discovery letter to
get a copy of the violation video, then review that
frame-by-frame, on your home computer. See Getting
Records for how to do a Discovery.
