Baldwin Park Documents



It may be possible to completely ignore a Baldwin Park ticket.
1.  If your "ticket" does not have the Superior Court's name and address on it, it is a fake ticket, which I call a "Snitch Ticket."  For more details about Snitch Tickets, see the Snitch Ticket section at the top of the Your Ticket page

2.  The LA County Superior Court does not report ignored red light camera tickets to the DMV.  More info is in "Countywide Information," which is Docs Set # 2 on the LA County Documents page.

Do you live in LA County?  Was Zev Yaroslavsky your County Supervisor?  (He represented the Third District, which includes the central and western San Fernando Valley, Malibu, Santa Monica, Venice, Beverly Hills, the City of West Hollywood, and part of Hollywood.)

Zev "termed out," and in the Nov. 2014 election Sheila Kuehl won the race to succeed him, by a narrow margin.

During her career in the California Legislature, Kuehl made three attempts to pass bills to allow the use of automated speed enforcement (photo radar) in California.

We need to watch Kuehl carefully, because as a Supervisor she will have a seat on the MTA/Metro board and she will be a vote to continue and expand their huge (101 cameras, so far) red light camera system.

Kuehl will be up for re-election in Nov. 2018 and Nov. 2022.

The figures shown for May 2015 are the totals shown in the April-June official report minus the April figures posted above and minus the totals from the June official report, which were zero.
The 2015 annual projection was based upon 4.58 months of operation.

Mickey Mouse Tickets - Mostly Right Turns

An official report showed that in 2014, 89% of the City's tickets were for turns, mostly right turns.

"Late Time" Graphs

The City provided bar graphs of Late Times, etcetera.
These graphs track violations recorded, not tickets issued.
Where there is a large number of long Late Time violations in a curb lane, it is believed to indicate heavy ticketing on right turns.
(The curb lane will be the lane with the highest lane number.)

Baldwin Park Docs Set # 4
The Contract, Etc.

2006 Contract

The city council approved Baldwin Park's contract with RedFlex in 2006.  It included a "cost neutrality" clause (see Defect # 10 - B).
It also said:  
Definitions.  "Warning Period" means the period of thirty (30) days after the Installation Date of the first intersection approach.  (Emphasis added.)  See Defect # 6.

Like the cities of Capitola, Citrus Heights, Highland, South San Francisco, Victorville and Walnut, Baldwin Park failed to hold the formal public hearing required by CVC 21455.6 before it approved the 2006 contract - see the expanded version of Defect # 6.

2011 Contract Extension

In 2011 the city council approved a four-year extension of the contract, to expire in May 2015.  It is unclear whether the cost neutrality was retained.
In the contract extension, RedFlex agreed to give a one-time $350,000 credit to the City, towards unpaid past rent, and a credit of $75,000 each year during the renewal period, resulting in a cost per camera of $3425 per month.

The Need to Negotiate

In March 2014 the City of Elk Grove, California approved a new contract which specified the following rents for their five RedFlex cameras.

In May 2015 all of Baldwin Park's cameras will be more than seven years old, with most of them very close to nine years old.  So - if the council decides to continue the camera program - the City should negotiate to pay no more than $2000 per camera between May 2015 and May 2016.  And, if they add another year (to May 2017), during that year they should pay no more than $1500 for the seven cameras that were installed in 2006. 
If they don't negotiate the rent they will pay an extra $153,900 during the first year (compared to Elk Grove prices) and, to cover that extra rent, the City will need to issue an extra 1438 tickets (in a recent year - 2013 - the City's fine revenue averaged $107 for each ticket it issued).

During a possible second added year, if they haven't negotiated the rent down from $3425 they will pay an extra $195,900 during that year and will need to issue an extra 1831 tickets to cover the extra rent.

2015:  Program Closed

article in the Tribune reported that the City would allow the contract with RedFlex to expire on May 18.
